Abstract

This paper establishes the theoretical foundations to scientifically discuss the need of evaluating   the  impact   of  sugar   industry   reconversion   and   of  a  common   policy implementation  according to different situations. To this purpose, the situation of Punta Alegre district form Chambas municipality in Ciego de Avila province, Cuba, before and after the industry  reconversion  was critically  analyzed  in order to design  a procedure allowing  this district reintroduction  into the municipality  development  strategy.  Results demonstrate that Punta Alegre community is affected by a high rate of unemployment, unstable  and defective  technical  conditions  of public  transportation,  and deteriorating hydraulic and communication systems. In conclusion, integration and support from authorities  of the municipal  government  are poor. Out of the total of actions projected, only  ten  are  devoted  to  recover  and  diversify  the  district  economic  bases  already stagnant.
