Abstract

The obstacles that slow down local development due to mismanagement in the Municipality of Florencia, Ciego de Ávila, Cuba were evaluated. Several obstacles were observed in municipal management (government performance, administrative management, use of skilled workers, innovation management, and the network conditions), that limit knowledge use in favor of local development. Decision makers were given critical elements to revert that situation.
