Municipal Development Strategy Based on International Collaboration

Abstract

A development strategy was prepared for the Majibacoa municipality in Las Tunas province, Cuba, with the use of international financing. The development of the municipality is low and its economic base eminently agricultural. It has serious environmental problems generated by anthropic action and climatic phenomena. It starts from a critical theoretical analysis of the current conditions of development and its implication in local endogenous development. A new conceptualization of development potential was provided and a methodological procedure was elaborated to create an international cooperation strategy - the result of a participatory diagnosis - for development at the municipal level, which was validated. The municipal development potential was considered as the basis of government policies at the local level and sustainability, endogeneity, local and human aspects were taken into account as essential elements to create effectiveness and efficiency in the management of international cooperation for territorial development. it presupposes working for the reduction and/or elimination of economic and environmental vulnerability.
