A Procedure for Cooperation Relations in Local Development Management

Aim: To provide the rationale for a procedure that helps manage inter-actor, intersector, and multi-level cooperation relations that accompanies and articulates with the territorial planning mechanisms of operational management for local development.
Methods: A documentary review of national and international sources, and field work results, was conducted.
Main results: The procedure provided the conceptual and practical inputs for the municipal governments and other actors to design local cooperation plans jointly, which can coordinate the needs, interests, and objectives of the participants, and help articulate the municipal development strategy with the production and service structures of the municipality, following a consensus among the local actors and a synergic local collective action under the guidance of the municipal government. Conclusions: This procedure became a contributing mechanism to optimize national, intersectoral, and entrepreneurial planning through joint projects for local development, as an expression of common objectives, interests, and needs.
