Abstract

Cuba recognizes the need to reinforce local development as an important access for contributing to the improvement of life conditions in municipalities. The VI Congress of the Communist Party of Cuba (PCC) defines the politics, strategy and instruments that constitute a different conception of local development within the updating process of the Cuban economic model. However, results of the initiatives on local development in the country demonstrate the existence of barriers that limit a successful execution of the implemented projects. This research's purpose is to show the experience of the local initiative in Yaguajay municipality, Cuba, where local authorities has been central agent of strategy implemented in this territory and where the Munici pal University Center has become a strategic ally for his purpose. This program has difficulties for its final and definitive implementation;  nevertheless, a  group  of  actions  that  can  develop in  the university institution with a view to its correct instrumentation were identified
