    Abstract

    The present paper is an attempt to demonstrate the transformation of the goverment´s administrative process and its decentralization into municipal powers. To this end, Poopó municipality en bolivia was studied. The implemantation of the People´s Participation Law resulted in a better economic management and transformation of the administrative process. These findings further supported the nonbureaucratic advances in the administrative processes and resources distribution.
