Abstract

A model was recommended for selection and hierarchical arrangement of projects for local development initiatives in municipalities. The goal was to define a suitable project portfolio that enabled integrity and multidimension of their impacts on social and economic transformation in municipalities, in the province of Granma, Cuba. The hierarchical analytical methodology was supported by a theoretical model linked to hierarchical structure of decision-making criteria and sub criteria. The application of the proposal facilitated thorough evaluation of 16 provincial projects in 2016. Accordingly, software was designed to perform the task. The Provincial Administrative Counsel passed the proposal regarding the most multidimensional effective projects. Besides, the main difficulties in generating local development initiatives were identified.
