        Abstract

        The risk of disasters within the nature-culture-local development context was discussed and components of its conceptual model were identified. Prevention of this risk —from its social and regional angles— was dealt with as a dynamic and changing social construction which demands management of knowledge and communication strategies. A conceptual model is proposed to reduce the risk of disasters and introduce a risk preventing culture at local level.
