Relationship strategic objectives-factors of local development in the context of territorial planning: a procedure for its study

Abstract

The essential idea is that to the territorial strategic planning, like complex process, they must incorporate studies that propitiate the identification of the factors of the development with the purpose of achieving a direct relationship between these and the strategic objectives. This relationship must favor the implicit structural changes in the development processes. From the theoretical point of view a definition of factors of the development is contributed and, on this base, a methodological procedure is based for its identification by means of the use of the techniques of regional analysis, methods of structural analysis and of experts, these last for the study of the relationship objectives strategic-factors of the development. The proposal constitutes an instrument for the improvement of the administration and strategic planning to local scale.
