Integrated Risk Management for Decision-Making Due to Droughts in Cuba

Novel and convenient practices, which can be applied to the Cuban system of surveillance and early warning due to droughts, were identified. The objective was to achieve greater and more efficient integration of every sector for timely decision-making, from prevention to occurrence of droughts caused by severe rainfall shortage. Emphasis was placed on integrated risk management, so that the capacity to respond to such threats could be strengthened. A critical review of the literature was made to identify the appropriate theoretical and practical issues in the national scenario. This study resulted in a conceptual design based on international standards for risk management, which include smart software techniques that enable interpretation of information as an effective platform to make decisions in changing environmental contexts.
