Abstract

The theoretical and conceptual foundations of a methodological proposition based on competence management to promote human-centered community leaders was presented in this paper. Community leaders must be required to perform effective work in the following areas: intra- and inter-personal relations, community integration, proactive citizen participation in designing, planning, implementation, follow up, and control of public policies in favor of good living policies in community organizations and their management. The proposition is based on seven principles, four dimensions, three premises, two phases, and seven stages that determine performance areas for community leaders. The methods used were, logics and document review. The application of this proposition strengthens the good living initiative included in several documents, like the Plan Nacional del Buen Vivir 2013-2017 (National Plan for Good Living 2013-2017), laws, ordinances, and local plans, based on the effective work of community leaders to contribute to a more active, participative, propositional inclusive, and committed society, to create the good living society.
