Abstract

It is proved that the strategy for local development of Cuban municipalities is an essential element of the improvement of planning at local level if the methodology used for its implementation permits to turn it into a linchpin in the process of local development management by means of the use of conceptual budgets that match the requirements for the updating of Cuba's economy model. It shows how planning-involved elements of the municipality's sectors can be articulated in the territory in order to ensure the promotion of a system of relationships that fit the role of local government and administrations in the management of its own development.  It  is  performed  throughout  the  design  and  implementation  of  a system of local programs based on key factors for a successful strategy, and manages to describe it in operational terms by means of business plans, according to the municipality structure. This result has been applied successfully in Nuevitas, Cuba, improving significantly the quality of activities, and achieving a proper organization and management of the Comprehensive Development Plan of the municipality.
